Is it true that mobile phones and other electronic equipment can interfere with airplane's navigation system?

I seriously doubt it, but if that´s the case, what is the reason for their ban during flight? I mean, the craft is subject to many electromagnetic waves even during takeoff and landing…. What frequency do the navigation system use?? Thanks in advance!
