where can I find suppliers for gsm mobile phone tracking and listening equipment for police force?

This equipment or system is for operates by a national police force of a country. Please help.

   I would think the National Police force of a country would have sources for this type of equipment already.

   I would hate to think the security of that nation would have to rely on Yahoo answers.
